In April 2019, Rwanda approved a new Ministerial Order N°002/MoH/2019 of 08/04/2019 determining conditions to be satisfied for a medical doctor to perform an abortion. Article 3 of the ministerial order expanded the exceptions for allowed grounds for permissible abortion for a pregnancy that is below 22weeks to include: 1.rape, 2.incest, 3.forced marriage, 4.risk to the health of the woman or the fetus and 5. the pregnant person is a child.

MDFC Charter

Medical Doctors for Choice's work is rights-based, aligned with the international women's rights framework to reduce maternal mortality. We focus on access to quality sexual and reproductive health information and services while respecting the dignity and the autonomy of the health decisions of all people. All members subscribe to the following articles of the Charter:

Medical Doctors for Choice is a network of member physicians whose overarching goal is to improve reproductive health outcomes and to enhance women's autonomy to control their reproductive lives.
Medical Doctors for Choice is committed to promoting exchange, support, and collaboration among physicians in Rwanda, so that they can actively work towards ensuring that all people have access to quality and comprehensive reproductive health care, with respect for autonomy, information, and freedom of choice to make their own reproductive health decisions.
Members will draw upon their experience in their medical disciplines to harness their medical credibility and scientific expertise as health care providers dedicated to the best medical interest of beneficiaries.
Members will actively work to make comprehensive, evidence-based reproductive health care, including legal safe abortion, accessible for women.

I hereby release and forever discharge Medical Doctors for Choice and its officers, directors, employees, volunteers, agents, legal representatives, insurers, successors, and assigns from any and all claims, demands, damages, liabilities, and causes of action that I now have or may have in the future, whether known or unknown, of any nature, relating to or arising out of my selection or service as a member with MDFC whether or not due to MDFC strict liability, or any other breach or fault.
